Re-introduce mapmatching API

As the code exists, we could re-introduce the map matching API. This requires some decent testing.

Any progress on this or is there any other way to snap gps records to the real road line?

Current state: the original map matching code has been removed in favor of Graphhoppers map matching. It is currently used experimentally for matching traffic data but not available through the API.
