MGR: Significant linear iterations increase when MPI partitioning along Z direction

Case from here https://github.com/GEOS-DEV/MAELSTROM/tree/master/usecases/francois/syntheticMultiphasePoromechanics Modified maxDt = 1e8 as in InputInitialized.txt For some reason more partitioning along Z direction leads to increase in linear iterations: image
