This PR implements Willis-Richards model for fault permeability change during slippage

[x] add Willis-Richards model (Barton-Bandis type correlation)
[x] prepare documents for WillisRichards permeability model
[x] add a smoke test to the integratedTests and check the run on Pecan
GEOSX/integratedTests#228
