[Observers] [Payments] Add observers chain block number as time anchor for the TX

At this moment, transaction contains no info about time when it was started and until what time it can be claimed by the observers. Observers block number can be added to the transaction as an anchor when transaction was started, OR until what time it might be acceptable by the observers.
