Toggle for smooth scrolling feature?

Is your feature request related to a problem? Please describe. I saw #164 , and firstly, congratulations on implementing smooth scrolling! Unfortunately, I am sensitive to motion and it makes the content harder to read.

Describe the solution you'd like I'd like a toggleable feature to turn smooth scrolling on and off, much like the FPS limit & scroll strength.

Describe alternatives you've considered Mousing over the scrollbar does toggle this currently, but it's cumbersome to interact with the content on the page this way. It's also way too fast - for comparison I use the Windows default of 3 lines per scroll.
