Does not get current list of pip packages that need to be updated

I ran 'pip install pyg90alarm=1.5.1' which installed the pyg90alarm pip package, an old package from 2022, for which there are updates available. I ran pip list and it showed pyg90alarm=1.5.1 as an installed package. When I went to through the update packages on pip-gui pyg90alarm did not show up as a package that needed to be updated
