Super key plus mouse scroll does not switch the workspace while the mouse is hovering over a thumbnail

To reproduce:

  1. Create a thumbnail
  2. Hover the mouse pointer over the thumbnail and scroll while holding the super key

Expected: Scrolling up or down while holding the super key lets the user switch back and forth between GNOME workspaces.

Outcome: The WTMB thumbnail will inhibit this behavior, even if no Scroll Wheel Action is selected in the settings.
