Thumbnails block shell elements in the Activities overview from being interacted with

1. Create a window thumbnail
2. Go into the Activities overview and switch to a different workplace than the one that contains the source window
3. Hover over shell elements like the dash in the area where the thumbnail would be

In the video I demonstrate how the buttons on the dash can no longer be interacted with, but the same behavior appears with other elements in the Activities overview, like the search field, workspace thumbnails and window thumbnails.

Additionally, scrolling the mouse-wheel in the same area will not switch the workspace. Instead the thumbnail will be resized, if that option is activated in WTMB.
