EPIC: Make the Aim UI faster

This is an "epic" about making the Aim UI faster, especially when dealing with large amounts of data.

Here is the "shape" of a representative large amount of data:

• 50 experiments
• 1500 runs per experiment
• 1500 metrics per run
• 150 steps per metric max / 20 steps per metric average
• 150 params per run
• 50 tags per run
