Add ability to export all matched runs in Aim UI

In the Runs tab, when trying to export the table we only get the rows that are rendered in the UI, we have to scroll down to reveal more rows. When there are 1000+ rows, this is too tedious to be performed, the "export" feature should download the whole table instead.
