Aim UI: Add a link to the run in MLFlow UI

When viewing a run in the Aim UI, there should be a link that takes you to the same run in the MLFlow UI.

Should the existing "Switch UI" link attempt to do this before defaulting to the chooser?

We already have such links in both UI's.
