Allow setting axes properties for all visible charts

David Kovacs just asked if we could allow setting axes properties for all visible charts as currently we can only set all at once:

We should be able to list all the currently visible charts in the same popover to change their axes scales and connect it to the charts themselves. This will probably require passing an array of scale values to the charting function rather than individual x-scale and y-scale values.
