Download over wifi only

to save mobile network bandwidth, we should offer an option to allow downloads only over wifi

WIP has been made on https://github.com/G-Ray/pikatorrent/tree/download-over-wifi-only.

It seems we can not reliably stop all download/upload activity on transmission 4.0.x. From my tests I was still downloading from a webseed even if speed limit is set to 0.
