MS Edge 17 WebM support update
MS Edge 17 in Windows 10 version 1803 supports WebM with both VP8 and VP9 video, and both Vorbis and Opus audio codecs, in progressive sources. (The current notes indicate partial support for the older MSE-only implementation.)
This is supplied by the 'Web Media Extensions' pack which is now system-installed in 1803. Unfortunately I can find very little documentation on this; https://blogs.windows.com/msedgedev/2017/12/05/introducing-web-media-extension-package-ogg-vorbis-theora-support/ mentions introduction of the extension package which could be manually installed on Windows 10 1709 / Edge 16 but concentrates on the Ogg-based codecs (the pack includes the Vorbis audio codec, but Opus and VP8/VP9 are built into the Win10 system already).

The "Web Media Extensions" package from https://www.microsoft.com/store/productId/9N5TDP8VCMHS only mentions Vorbis and Theora in an OGG container:
Included Technologies: • OGG Container Parser • Vorbis Decoder • Theora Decoder
I believe this issue is obsolete by now and/or covered enough by partial on https://caniuse.com/webm?
