[Bug]: Admin UI signing key selection differs from valid keys according to API

What happened?

1. Import a public key only (RSA, EC) in Key Master
2. Configure Tenant or Application on the JWT tab
3. Select the new public key as the Id token signing key
4. Observe validation error

This should also include other places keys are assigned such as IdP configurations, webhooks, entity types, etc.
