Audit logging for tenant manager

Problem

Tenant manager was recently added to FusionAuth.

However, the actions taken by users in this application are not logged to the audit log.

This is an issue for GDPR compliance.

Solution

Just as actions in the admin UI are logged to the audit log, actions taken by users via the tenant manager should be logged.

Alternatives/workarounds

None I can think of if you want to use the built-in tenant manager.
