[Bug]: Prompted to resubmit form on Firefox when first logging in to new deployment

What happened?

• set up new deployment (on k8s)
• login as a new user
• click 'skip' on the first time setup
• am warned by Firefox that I am resubmitting a form

It also happened when I made the license CTA (in lower left on navbar) go away.

This happened on firefox on the mac.

We should at least triage this and see if this is a FF thing or something we are doing that could be done better.
