Add an Early Access Program

Problem

Provide early access to users for upcoming features prior to release.

Solution

Allow a user to register for early access to .zip, .deb and .rpm bundles, and a doc to build a new docker image using the .zip bundle. We could see if we can deliver a pre-built docker image, but we'd need to be able to place this behind the registration for this program to ensure we can control access.

Need to clearly communicate to users of this program:

1. The version will not be upgradeable.
2. Any new licensed features will be available w/out a license during early access.
3. You should never use an early access in production, your server could catch on fire.
