Running the joystick_ros2 returns 'No Executable'

I could not ament build as the tutorial for install says. Since I am in a colon workspace, went to main directory of the ws and ran colcon build --merge-install, the the local_setup.bat, then ran the node. The cmd ran back 'No Executable Found'.
