Disable party

How can I disable party? I don't want players on the server get resources without going through the quests.

May be able to give the quest reward only one player from the party already introduced? Tell me, what settings should I do to the quest rewards not given to everyone who joined the party and have not completed the quest himself.

And another problem is when a new player join to existing party, the old members in party can get a reward for all quests again. Please help me to set up a party, my server will soon be open with your mod.
