Enhancement: Decrease the delay for the Chart Editor theme music from 30 seconds to 5-10 seconds

What is your suggestion, and why should it be implemented?

In the Chart Editor, the delay for the theme music should be decreased from 30 seconds to 5-10 seconds.

It's a hard coded 30 second delay and 10 second fade in. You wouldn't want it to immediately start playing after you pause the song and get scared by the chill music.

Also it doesn't return when you play the song and stop, but that's another issue that I've reported and PRed a fix for myself.

I personally think it should have a delay, but decrease it from 30 seconds to like 5-10 seconds.

In my opinion this comes down to preference and is something the user should be able to change themselves.
