I was able to reproduce this, thanks for reporting!
One small thing: Can you add line breaks before your video link so it embeds?

Ah yeah, sorry about that! This is my first bug report so I wasn't sure
No worries, thanks for making such a thorough first issue :)
isnt it like that on purpose
This is an issue that existed even with boyfriend’s super old leaked dodge animations. I think it may be intentional even though it looks a bit weird
I think the flash is there to make the dodge feel more responsive, like other video games
dodge anims in FNF have always had the flash effect. even the early era ones like Boyfriend's.
Pico also has a flash effect when he gets damaged by Darnell's spraycans. it's a form of VFX.
BF also has these VFX for his damage and attack frames
this isn't particularly an issue.

The only reason I think it is, is that it only started after 0.4.1

that would classify it as the artists spotting it and correcting the lack of VFX to make it consistent with what's already present.

They aren't actually used in game though right? For BF at least, it only flashes for Pico when he gets hit with an explosive
I mean if it's intentional I'll just close this issue! I personally just thought it was a little distracting, and figured it might be a bug

While that is true they aren't used currently. the fact does remain that this is a very intentional change done by the artists after an update. if it was an error to add the tint effect to the animation. it would of been spotted at this point. as we are 2 major release numbers after the update the flash was added.
I also just noticed that Darnell's headphones are completely missing in some of the animations
I think someone's mentioned Darnell's missing headphones before, but I'm not sure where
UPDATE TO THIS: Maybe it might have something to do with the lightning. They get darker when lightning strikes, and the screen gets brighter. No idea how it could relate, just thought I should bring it up
