Enhancement: Add ability to pause/skip cutscene for non-video cutscenes

For some reason you can't pause during an in-game cutscene and blocks you from being able to skip the cutscene. Examples of this are the eggnog erect cutscene, or the cutscene for Darnell that plays after the chase cutscene. Idk if this is a bug or not, but im doing enhancement cause Im too lazy to deal with the bug report template lmao.

Edit: To add onto this, if you pause right when the 2hot cutscene starts, some weird visual shit happens lmao
