Share a tier down with other players

An option for when a player picks up and item the other players get a random item from a tier below the picked up item. For example: If player A picks up a white item, player B gets no item. If player A picks up a green item, player B gets a random white item. If player A picks up a red item, player B gets a random green item. If player A picks up an boss item, player B gets no item or a red item.
