forc deploy: use latest audited Owned Proxy

Once https://github.com/FuelLabs/sway-standard-implementations/issues/13 is merged; the Owned Proxy contract in sway-standard-implementations will be re-audited.

If the re-audited contract differs from the proxy contract used in the forc deploy proxy feature then the forc deploy proxy feature will need to be updated to use the audited Owned Proxy contract from sway-standard-implementations.
