Move -o flags under shared section of forc cli

Currently -o option is only available to forc build. It should be available to all our tools that does some kind of building operation. We can ensure that by adding it to the shared cli options of the forc.

Which other tools should it be added to? forc-deploy only builds in release mode by design, and I think that makes sense for forc-run as well.

Which other tools should it be added to? forc-deploy only builds in release mode by design, and I think that makes sense for forc-run as well.

Here is the list of tools that has some kind of building:

1. forc build
2. forc check
3. forc deploy
4. forc run
5. forc test

I think it makes enough sense to include this to all of the above. Maybe not check as it is only following half the compiler pipeline and does not include the backend, so -o does not have any effect.
