#[ignore] annotation

The annotation would ignore the specified Sway tests.

We could comment and uncomment code or delete it, change it to a function instead of a test etc. but that's all hacky.

The appropriate approach is to ignore the test until ready.

The reason Rust has #[ignore] is so you can define tests that will not be run by default but can still be selected explicitly in the test runner.

I'm amenable to introducing an annotation with this behavior. Not one that would do the same thing as commenting the test and remove it from the runner altogether.
