Description

This PR includes a spiller for the register allocator and other changes to the algorithm itself.

Fixes #3429, #2657 #4631, #4511.

@vaivaswatha seems like one of the tests might be flaky ...

Failing tests:
    should_pass/unit_tests/regalloc_spill ... failed

I updated Forc.lock for that test and it works now.
