This improvement would allow users to create entire DAOs rather than just proposals (proposals could be created from each created DAO).

Motivation

This would allow users to create DAOs custom tailored to their individual/organization's needs. When creating a new DAO users could specify admin addresses (for creating proposals), the governance token, and other parameters (acceptance_threshold, etc). Then DAOs could pass specific proposals to modify governance parameters.
