Add minimum voting thresholds for proposals

Motivation

Description

This feature would add a minimum voting threshold to proposals. That is a minimum amount of votes would have to be cast on a proposal for it to be executed.

Motivation

Adding a minimum vote threshold to proposals would help reduce bad/spammy proposals from passing/executing.
