Allow users to vote on multiple proposals at once

Motivation

Description

Currently users can only vote on one proposal at a time. This improvement would allow users to vote on any number of active proposals at once.

Motivation

This is an improvement because it will be more gas/cost efficient for a user to call one function to vote on multiple proposal rather than making multiple function calls.
