Investigate using max chain config values for `gasLimit` in dry running

gasLimit = max_gas_per_tx - (minGas + witnessesGas)

Noting that the dryRun method now accepts an optional gasPrice argument as of [email protected].

After discussion with @Torres-ssf, he was unsure how this field would help us, however noting this here for future investigation.

@arboleya I still think there's something to explore here. I plan on checking with the rust sdk team to see how they conceptualize this and, if there's no merit, I can at least summarize my findings for reference. There are also quirks related to the gas nomenclature that should be properly documented for reference as it's unintuitive.
