Add fixed tags for project ecosystem page

User Story

As a user, I want to be able to filter through which projects are usable or testable on the Fuel Ecosystem Page by seeing if they are building in stealth, live on testnet or can be used on mainnet

We already have the "status" tags that are dynamic. This issue aims to add fixed tags for:

• Stealth (not yet deployed but has a website and info publicly available) - can be used to hint at alpha for new projects joining
• Live on Ignition Testnet
• Live on Mainnet

This issue can be done together with #314
