在1.13版本，我还没测试过RegisteredProof=3的情况。 但是在1.11版本是没有问题的，但是我不认为和版本有关系，这几个版本在核心封装部分都没有大改动。 而且RegisteredProof=3或者8，并不会引起算法分叉。 确认下RegisteredProof=3的时候，修复入参是否有异常？

这个问题应该和其他几个issue是同样的问题，我也在找这个问题的根源在什么地方。
