Add PPA support for Ubuntu 23.04

Hi Frode, not sure if this is the right place to file an issue like this but I am using Ubuntu 23.04 and python3-lhafile won't install from your PPA due to Ubuntu 23.04 shipping with Python 3.11. Any chance you could support 23.04 with your PPAs?

I've got the same trouble. The Snap install is also broken in 23.04 currently.

Same issue with the 23.10 (Mantic Minotaur) beta:

python3-lhafile : Depends: python3 (< 3.11) but 3.11.4-5 is to be installed
