PRE_INDEX_POPULATE event should be fired after an index is reset

If I want to reset an index before populating it (eg when using aliases) and I want to change some settings in it, it's not possible at the moment since given index does not exist at the point when PRE_INDEX_POPULATE is fired. If I'm not mistaken, firing this event after an index is reset should fix this.
