The defaultMailFooter found in ./vendor/shopware/core/Migration/Fixtures/mails/defaultMailFooter/ cannot be used in Theme Folder to overwrite the default Footer.
It would be really great if I could also add this template to the versioned theme.
I see the need. I assume nearly every shop has its own header and footer, And the work to register these files in TWIG will hurt more, than it helps.
I suggest copying the few lines into your project. You can include twig files there, too.

it would only be logical to place the header and footer in a twig file if we are already outsourcing all other templates. That makes no sense
