CJK Filename Support

The file name does not support CJK characters, the file name will become garbled with random English numbers after upload.

Please open one issue per report. But now that it's already open let's discuss those things here first and see what we want to split.

Does the file name thing relates to https://github.com/FriendsOfFlarum/upload/issues/174 maybe ?

Yes, it you keep proxy download enabled, you don't get all the possible benefits of cloud storage. By disabling the proxy, you reduce the load on your server and can profit from the CDN speed, but you loose access restriction and download count features.

About CJK filename support, maybe this can help you (Flarum/#27).

Maybe this relates to #174 ? I found this problem when I upload a CJK Name.txt file, the name of the file stored in oss will become similar to 1584584531-444540-coretemp-dump.txt.
