precise ability targeting for lesser power usage

Ranged unit moving abilities like Snow Bunny's Blowing Wind and Cycloper's Tractor Beam should be able to finetune their power in order to be able to place the target units in the desired spots, provided they don't exceed the maximum power. The purpose of this is to increase synergies and strategy.

A new type of frame might be required, displaying an arrow; it could be rotated as needed and overlapped with the dashed hexagon.

Clicking on the target unit will use full force, but clicking on a arrow-dashed hexagon beyond the target will only move the target to that spot.
