[Feature Request]: Popout chat in a separate window

Problem Description

Opening past streams or lives with external players ends up lacking the chat, you have to then open the stream in freetube again to get the attached chat, but you have two of the same stream now and we don't really want everything else if we want to use an external player.

Proposed Solution

Next to any "Open in [external player]" there should be an "Open popout chat" option or also that chat areas have that button, if it's not a video with a chat it can just show an error message. It would be extra nice if the window spawned has a transparency option and it was distinctly tagged, so it can be systematically overlayed over any external player.

Alternatives Considered

Maybe chat font configurability can be added to the popout chat singularly instead of chat fonts being implemented generally and having to reconsider font sizes for everything else, "Popout chat settings" being the path to adding configurability to the chat with other options as well but not have to do anything to the static attached chat in the usual freetube instance.

Would this be a duplicate of #1721? The only difference I see for this issue is that it would be natively Electron, but is that actually necessary? The solution for #1721 would be easier.

Having a specific video title for the window would be one advantage over the browser popup.

The only issue with this is that when playback is broken the live chat doesnt work but it would be much more feasible to make live chat functionality work when playback is broken then implementing this

#1721 is definitely more in scope for us
