This update requires the following changes:

• [ ] Update TCP CoT service to DP Service
• [ ] Update SSL CoT service to DP Service
• [ ] Update HTTP CoT service to DP Service
• [ ] Update HTTPS CoT service to DP Service
• [ ] Update Rest API service to DP Service
• [ ] Update Federation server service to DP Service
• [ ] Update Federation client service to DP Service
• [ ] Update User Management to work with IAM Component in DP Core
• [ ] Remove any DB access from services

For this initial update the criteria for DPServices are only services which can be started from the service manager. We are not concerned with the more nuanced aspects of what makes up a Service such as "networks" for now. In terms of the components
