many cot's sent in rapid succession results in only one or two being sent

I was able to replicate this using the API and the code for the UA map

this is not a breaking issue. While a solution might be explored I'm concerned the changes required for a fix are outside of the scope of FTS v1.9 support and may enter the domain of v2.0

not sure about that as it had to do primarily with the way we received cots, should be tested to verify.

I tested it and it works (e.g. with the Ukranian map). closing for now
