Rotary switch with a resistor ladder to act like Encoder?

Hey!

Is there a way to make a 12-position rotary switch with a resistor ladder function like an Encoder? - using Freejoy

So based on if you go up the resistor ladder you just get a Button A to press, and when you go down you get Button B to pressed. So game function like increase or Decrees buttons can be assigned and used on one rotary.
