Rotary encoder seems to default to "pressed"???

Apologies... my install is working just fine but, on startup, sometimes one of the rotary encoder "buttons" will report as pressed. Moving then encoder clears the state and the 50ms presses of the CW and CCW movements are working.

Just curious if this is "normal"? Ideally, I'd like the default to be always off until an encoder rotation creates a press.

Thoughts? Help?
