Shift Button and Function Toogle Button

Following problem:

I will use Button1 1 as Shift Button. Button 1 is configured as normal Button and is momentary button. Then i will Use Button 2 as Shifted Button from Button 1. Button 2 is in Button toogle mode and is also momentary button. When i press and hold Button 1 and the press Button 2 it goes on. But wehn i release both Buttons, Button 2 is not holding in on state.

I hope i explain it right for good understanding.
