I opened a ticket asking for clarification on the repo. On the next visit I noticed that the 'Isssue' queue had been disabled.

I have reported this to GH. I have encountered malware distribution like this in the past, including one that fraudulently racked up $150k in AWS charges to my then-employer. GH takes action very quickly to remove the account.

In the future, I wouldn't hesitate to report fraudulent accounts to GH for malware or misrepresentation. In the highly unlikely event this is in error, they can appeal to have their account restored.
