use columns to render ballot verification page

On many displays we can fit two columns, if not three, to avoid vertical scrolling.

I think we shouldn't do this, unless we e.g. knew enough about the actual physical ballot card to make the screen match. Unless this was a request from CDOS, I propose moving this to "someday", and making it a more general issue about improving the UX of contest presentation in the ballot card verification page (ideally based on user testing).
