User should be able to change focus and act on forms with keyboard

E.g., pressing return or tab should move to the next textbox, etc.

Perhaps even more important, audit board members should probably have a really easy means by which to move between contests and mark choices without using a mouse at all.

As of now, pressing 'tab' only moves between "Comments:" textfields.

This does work as desired in some cases, and not in others. Will review.
