complete persistence subsystem

We have a working persistence subsystem for our phase-1 delivery. In order for us to call it complete it must:

[X] be performance tuned for deployment
[ ] support a failover distributed & parallel deployment
[ ] be fully documented in the book and the formal specification

While we will have a cluster deployment for their testing as of the end of phase-3, there is certainly more work to do on helping them with automatic failover, resiliency testing of the server and client, and more. I have moved this ongoing to work to the next milestone.
