implement queries to detect synchronization points between dashboards
According to the spec, we have two synchronization points that trigger internal state changes:
- the DOS Dashboard should permit state administrators to choose which contests are under audit only when all state administrators have uploaded their verified CVRs correctly
- the State Dashboard should permit county administrators to submit their final audit report only once auditors have finished their audit
I think both sync points just get in the way. Can we just eliminate them?
Especially for the 2017 audit, where only audits of single-county contests are supported, we want the DOS to be able to select contests to audit as soon as any individual CVR is uploaded. We will have to use data from the Logic and Accuracy Test CVRs (which should be uploaded in the Logic and Accuracy Test of the RLA tool!) to make a list of multi-county contests which the DOS should not select for RLA.
And I think counties would benefit from being able to get a sense for what their reports will look like while they're in-process.
You make some good points, @nealmcb. I think that we will ask CDOS for this input on this feature during the phase-1 review and not implement this feature until it is mandated.
Given the feedback from CDOS, and @nealmcb's love of ASMs, it is unclear at this time where this might head after EO testing. I'm leaving it in someday for the moment.
